In 1984, there was a bioterror attack in The Dalles, Oregon. The Rajneeshee cult attempted to control an election there by making the population sick with Salmonella. They cultivated the bacteria, and contaminated the produce sections of grocery stores, salad bars, and other places. Salmonella is not especially contagious, so it didn't go beyond where they wanted it.
Fascinatingly, the population immediately suspected the illness was caused by the Rajneeshees, and went to the polls all the more. Many got sick, but nobody died.

what do u mean by bio terrorism?
Well consider that terrorism is a threat to the public and the goverments job is to keep the saftey of its citizens. terrorism has everything to do with politics.

The CDC in the US is supposed to offer training to hospitals and local government in counter terrorism tactics. Should a source of biological warfare be used, like smallpox, anthrax etc. local hospitals need to be trained on how to proceed. This is true in third world nations as well, but as you may know, the training they receive is often sub par. The budget for such training in many countries is virtually non-existent at present due to more pressing issues of physical warfare and the inability to identify realistic measures of containment in suck attacks.
Basically, politics would go right out the window if something like that were to materialize and pose any kind of real threat to the world population. I would consider listing the issues of politics between Mexico and the US during the swine flu epidemic, or possible the avian flu in the early 2000′s. The CDC advised the public not to travel to foreign nations, and that was all they could do but of course people didn’t listen. Oh, and they attempted to miracle some vaccinations that arrived a year too late.
